The Franklin Police Department is attempting to identify two male parties believed to be involved in a car break in, and subsequent credit card fraud on December 12, 2006. We have posted video footage showing the two suspects using one of the stolen credit cards at the Home Depot store in Bellingham, MA. If you have any information please contact Officer Johnson at 508-528-1212 or by . The two male parties can be seen on the left side of the register. One is wearing what appears to be a football jersey, and the other a black sweatshirt.

UPDATE: New information has brought us a second series of photos which are much clearer. Please view the second slide show. These suspects also broke into vehicles in other communities and came back to Franklin to use the stolen cards. Please call or email us with any information you may have.

UPDATE 2: The two subjects wanted for questioning about the vehicle breaks, and subsequent credit card fraud have been identified. If you have any information about where to locate these two suspects please call the Franklin Police at 508-528-1212. Do not attempt to approach or apprehend. Notify the police. Warrants are currently outstanding for both suspects.

UPDATE 3: Middleboro Police have arrested both Matthew and John Terrio on 2/6/2007. Both subjects were being held for arraignment.


November 2006

Several Franklin Police Officers honored by the Town Council for their efforts during the MBTA Commuter Rail train crash in October. A job well done was proclaimed by Town Administrator Jeff Nutting. Uniformed officers from the day shift, and plain clothes detectives responded and immediately began caring for the injured, and securing the scene for the Transit Police investigators.

Panther Pride and the Police

The Franklin High School Football, Hockey, Basketball and Lacrosse Teams gathered on the front steps of the High School recently with several members of the Franklin Police Department.      

“We are very fortunate to have five members of our department working as coaches at the High School Level.” Police Chief Stephen T. Williams explained during a recent photo shoot one morning at the High School.  ”It is nice to sit back and watch the success these officers have had not only in the coaching positions, but with the players.  A bond has developed between many of the team members of the four different sports teams and our Officers.” 

It all started when Sergeant Chris Spillane got involved with the Hockey Team.  Spillane a standout hockey player for Franklin as well as UMASS Boston was an instant success with the kids and the program.  Spillane still holds the record for most points scored, 79, in a single season at Franklin High. The Spillane teams have been powerhouses in the Hocomock League and have made it to the Division 2 Championship Game, have won the sectional title and have been to the sectional finals three times in the past several years.

Officers Dan MacLean, Jason Reilly and Chris Baker became involved in the Lacrosse program.  MacLean enjoyed success in his first year as head coach of the Lacrosse Team having an undefeated season.  MacLean a star wrestler for Franklin High was a member of the first State Championship team in the school’s history.  Besides lacrosse MacLean currently is an assistant coach for football and has helped in years past with the wrestling team. 

Officer Reilly, a Foxboro High football player and member of two Super Bowls teams is an assistant coach for MacLean and has helped amassed a three year record of 40-5-1 with the lacrosse team, and has helped coach the freshman football squad.  Detective Chris Baker, a Catholic Memorial and Curry College football and lacrosse player also assists MacLean with the Lacrosse team.  Baker as a member of the Sandwich Police Department before coming to Franklin was instrumental in starting the Pop Warner football program that eventually brought varsity football to the High School level in Sandwich.

Basketball was the next team sport a Franklin Police Officer became involved with, as Officer Eric Copeland became the freshman head coach.  Copeland a Medway High outstanding player went on to Western New England College becoming a two year captain and one of their top scorers.  Copeland too has enjoyed winning seasons and assists with the varsity program. 

There has been great cooperation with the School Officials and the Police Department.  Athletic Director Brad Sidwell and High School principle Jack Lucas believe the interaction and involvement of police with student athletes has had a positive impact on the players.

“The relationships, the friendships our officers have established with many of the different team members are more important to us then the team records.  They make us all winners.”  Williams said.

Tips for protecting yourself from door-to-door scam artists.

Don't open the door.  If you don't want to confront a solicitor, don't answer when the doorbell rings.

Don't let them in the house.  Once you have opened the door, do not let them in.  If they are criminal, letting them in gives them the chance to see where you keep your money and valuables.  And even if they are just trying to sell something, getting them to leave will be very difficult.

Never let anyone in if you are alone.

Ask to see credentials, and check them.  Solicitors and the companies that employ them must register at local police departments.  If you are interested in what a door-to-door solicitor is selling, ask them to come back.  In the meantime, check the person and their company with local police.

If the solicitor arrived by car, or was dropped off, note the car make and plate number.

Shop around.  Magazine subscriptions can be far less expensive when bought via a mail-in card in the magazine itself, or even online.

November 2004

On Wednesday November 17, 2004 members of the Franklin Police Honor Guard's "Blue Brigade" were invited to play for the annual conference of the New England Association of City and Town Clerks in Boston at the President's Reception held at the Old South Meeting House.  The highlight of the evening  was when the Brigade escorted Mayor Menino into the Hall for his welcoming speech. Franklin Police Officers Michael Kenney, and Officer Mark Manocchio attended.

Young men and women between the ages of 14-21 are invited to join the Franklin Police Explorer Program.

If you are interested in a possible career in law enforcement or related fields, come to an orientation on Thursday, October 7th, 2004, 7:00PM at the Franklin High School. We will share information about the program.  Parents and interested young adults are encouraged to attend.

Franklin Police Department Explorer Post 911 attends National Law Enforcement Exploring Conference in Atlanta, GA

August 2, 2004

The Franklin Police Department’s Law Enforcement Explorer Post #911 joined more than 5,000 other Explorers, adult leaders, and staff from throughout the nation at the 14th Biennial National Law Enforcement Exploring Conference.  The conference was held July 19-24 at the Georgia Institute of Technology in Atlanta, Georgia.  The purpose of the conference was to provide a training experience for Law Enforcement Explorers and to contribute to the development of skills required in the law enforcement profession.

Sgt. James West of the Franklin Police Department led a group of six Explorers to the conference.  They were Caitlin Saba, Matthew Dole, Jennifer Harlow, Mark Auld, Paul Fisher and James Ray. 

Exploring offers young people aged 14 through 21 an opportunity to learn about special interests and vocational choices in association with business and community organizations.  Law Enforcement Exploring is a program for youth who are interested in the field of law enforcement. 

The conference featured competitions sponsored by the nation’s top law enforcement organizations, providing realistic and practical experiences to prepare Explorers for the types of situations they would have to face in law enforcement careers.  Team events included Arrest and Search; Bomb Threat Response; Domestic Crisis Intervention; Hostage Negotiation; Burglary in Progress; Traffic Accident Investigation; Shoot/Don’t Shoot; Crime Scene Search; Traffic Stop; White Collar Crime; Crime Prevention; and Emergency Field First Aid. 

Individual competitions included Air Pistol Competition; 9mm Pistol Competition; Drill Competition; Bike Policing; and Emergency Vehicle Operations Course.

A wide range of seminars gave participants information on a host of topics, including Bomb Investigations; Cyber crimes; Effective Communications; Executive Protection; Explorer Leadership Development; Fugitive Investigations; Hate Crimes; Narcotics Trafficking and Interdiction; Self Defense Techniques; Psychological Profiling; Protecting our National Borders; and Technology Used in Surveillance.

Organizations held a career fair at which law enforcement professionals were available to discuss career goals with individual Explorers.  There also were demonstrations and exhibits, a training track for post Advisors, as well as many recreational and entertainment events and a closing rally at which area federal and other law enforcement organizations showed off the latest in law enforcement technology and techniques.

“This conference was the first one that we attended because our post has only been around for about a year.  It was more of a learning experience for us”, says Explorer Mark Auld, “ Not only was it a great opportunity to showoff our different skills that we have been taught, but we were able to meet Explorers from around the country and see how they run their posts.”

All Commuter Rail Parking Permits will be sold for a sum of one hundred and twenty dollars ($120.00) on a quarterly basis to commuters selected through a quarterly lottery.  Town of Franklin residents will be given preference.  The lottery will take place annually during the last week of June, September, December, and March*.  Commuter Rail Permits not picked up by the first week of the quarterly period (July, October, January, April) will be sold to those commuters that were not chosen during the process.

 Two parking facilities will be available to Commuter Permit holders and will be filled on a first come – first serve basis.  As available, spaces will be allotted in the Depot Street parking lot near the current MBTA station.  Once full, Commuter Permit holders will be allowed to park in one of the marked spaces at Fletcher Field located off Peck Street.  The spaces in both lots will be clearly marked commuter parking. DO NOT PARK IN THE SPOTS MARKED BUSINESS PERMITS. 

 Those wishing to participate in the lottery can contact Parking Control Officer Connnors at 508-528-1212 or at or by dropping off a copy of the vehicle registration with a phone number at 911 Panther Way.

 *Fletcher Field will not be available during the March lottery for the period April through June.

ALL PERMITS ARE TO BE RETURNED TO THE FRANKLIN POLICE DEPARTMENT AT THE END OF EACH QUARTER. 


November 2003

Stephen T. Williams was sworn in as the new Chief of Police at a ceremony conducted at the Town Hall on November 28th, 2003. Also promoted was Stephan Semerjian to the rank of Deputy Chief of Police. Both officers have risen through the ranks of the Franklin Police Department. Congratulations to both.

The Franklin Police Department is pleased to announce the promotion of Michael Campanelli to the position of patrol sergeant.

Sgt. Campanelli came to the Franklin Police Department in 1992 starting as a dispatcher. He continued in that role until 1998 when he entered the Norwood Police Academy to become a patrol officer.

Sgt. Campanelli holds a Bachelor of Science degree from Bridgewater State, in Sociology/Criminal Justice, and is currently enrolled in a masters program. Sgt. Campanelli has also received extensive training in accident reconstruction and investigation.

Sgt. Campanelli’s appointment fills the position left by Sgt. Joseph Palladini who retired after a successful career in January of 2003.

The Franklin Police Department has implemented the use of Automatic External Defibrillators (AEDs), in our patrol cars. Five AED units have been distributed to bring lifesaving technology to those people in the community who suffer from a sudden cardiac arrest (SCA).

Every year 250,000 people die from sudden cardiac arrest. The only known treatment for SCA is the use of a defibrillator, which uses an electric shock to stop abnormal heart rhythms and allow the heart to return to a more normal beating pattern. Survival rates are less than 2% if defibrillation is not received within the first ten minutes of the sudden cardiac arrest.

Placing the units in police cruisers we hope will provide a valuable life saving skill to victims of SCA.
